Description of content: This Standard specifies the terms and definitions, classification and categorization, safety and quality requirements, testing methods, inspection rules, labelling, packing, transportation and storage of the combinations and batteries of fireworks. This Standard is applicable to the production and inspection of the combinations and batteries of fireworks.

Objective and rationale, including the nature of urgent problems where applicable: According to the concept of classified consumption in the revised GB10631-2013 "Safety and Quality of Fireworks", the types of fireworks have been divided to common consumer combination fireworks and professional combination fireworks. This Standard specifies the technical index of common consumer combination fireworks in order to promote the safety and quality of fireworks and safeguard the personal and property safety of consumers. Emergency notification reason: during the Spring Festival, sales of fireworks are at high peak. Thus issuing and Publicizing the Standard before the 2015 Spring Festival (early February 2015), will promote the implementation of standards and has positive effect to reduce the occurrence of safety accidents.
