Objective and rationale, including the nature of urgent problems where applicable: The revision and implementation of National Standard – Labelling of fireworks is to ensure the safety of consumers, regulate the production, transportation and sales, define responsibilities and promote the safety and quality of fireworks and firecrackers. Emergency notification reason: during the Spring Festival, sales of fireworks are at high peak. Thus issuing and Publicizing the Standard before the 2015 Spring Festival (early February 2015), will promote the implementation of standards and has positive effect to reduce the occurrence of safety accidents.
