Objective and rationale, including the nature of urgent problems where applicable: The notified Technical Regulation establishes the safety requirements to be met by protective clothing, with a view to ensuring the health and safety of users without endangering the health or safety of other people, domestic animals or goods, when the clothing is properly maintained and used in accordance with its purpose.

The text applies to the following types of protective clothing marketed in Ecuador, whether domestically manufactured or imported:

·                Clothing protecting against cuts and stabs by hand knives:

·        Aprons, trousers and vests worn when using hand knives, and other articles of clothing that, in the event of an accident, provide a similar level of protection to other parts of the body.

·                Protective clothing for welders:

·        Hoods, aprons, sleeves and gaiters designed to protect the wearer's body, including the head (hoods) and feet (gaiters), and that are to be worn during welding and allied processes with comparable risks;

·        During welding and allied processes this protective clothing is intended to protect the user from spatter (small splashes of molten metal), short contact time with flame, and radiant heat from the arc, and minimizes the the possibility of electrical shock by short-term, accidental contact with live electrical conductors at voltages up to approximately 100 V d.c. in normal conditions of welding.

It does not apply to the protection of the wearer's head and feet; for these parts of the body it is only applicable to hoods and gaiters. Nor is it applicable to hand protection.
