內(nèi)容概述: 委員會擬定法規(guī)修改有關(guān)食品接觸塑料材料及商品的委員會(EU)10/2011號法規(guī)。第(EU)10/2011號法規(guī)是第(EC)1935/2004號法規(guī)框架內(nèi)的一條具體法規(guī)。前者提出了食品接觸材料的適用原則和程序。 本修改案修改條款，在附件1表1(批準(zhǔn)物質(zhì)名單)內(nèi)新增8物質(zhì)： [FCM871:月桂酸(dodecanoicacid),12-氨基(12-amino-),乙烯聚合物(polymerwithethene)；2,5-呋喃二酮(2,5-furandione)；α-氫-ω-羥聚(氧-1,2-乙二基)(α-hydro-ω-hydroxypoly(oxy1,2ethanediyl)及1-丙烯(1-propene); FCM1031:呋喃-2,5二羧酸(furan-2,5-dicarboxylicacid); FCM1034:1,7-辛二烯(1,7-octadiene); FCM1045:全氟perfluoro{乙酸,2-[(5-methoxy-1,3-dioxolan-4-yl)oxy]},銨鹽； FCM1048:乙二醇二棕櫚酸酯ethyleneglycoldipalmitate; FCM1051:N,N'-雙(2,2,6,6-四甲基-4-哌啶基)-1,3-苯二甲酰胺N,N'-雙(2,2,6,6-四甲基-4-哌啶基)-1,3-苯二甲酰胺(N,N'-bis(2,2,6,6-tetramethyl-4-piperidinyl)Isophthalamide); FCM1052:2,4,8,10-tetraoxaspiro[5.5]undecane-3,9-diethanol,β3,β3,β9,β9-tetramethyl-('SPG'); FCM1053:脂肪酸,C16–18saturated,以雙季戊四醇酯]并設(shè)置鋁、鎳和鋅的新限量。 它擬制定三種物質(zhì)的低聚物遷移限值并要求在這些物質(zhì)可以使用前公開這些低聚物的檢測方法。此外，為制定相關(guān)法規(guī)，修改案還作出橡膠定義，并延長降格使用硅施膠劑成分。

Description of content: The proposed Commission Regulation would amend Commission Regulation (EU) No. 10/2011 on plastic materials and articles intended to come into contact with food. Regulation (EU) No. 10/2011 is a specific Regulation within the framework Regulation (EC) No. 1935/2004. The latter sets out principles and procedures applicable to food contact materials.
This amendment changes the enacting terms, adds 8 substances [FCM 871:dodecanoic acid, 12-amino-, polymer with ethene, 2,5-furandione, α-hydro-ω-hydroxypoly (oxy?1,2?ethanediyl) and 1-propene; FCM 1031: furan-2,5-dicarboxylic acid; FCM 1034: 1,7-octadiene; FCM 1045: perfluoro{acetic acid, 2-[(5-methoxy-1,3-dioxolan-4-yl)oxy]}, ammonium salt; FCM 1048: ethylene glycol dipalmitate; FCM 1051: N,N'-bis(2,2,6,6-tetramethyl-4-piperidinyl) Isophthalamide; FCM 1052: 2,4,8,10-tetraoxaspiro[5.5] undecane-3,9-diethanol,β3,β3,β9,β9-tetramethyl- ('SPG'); FCM 1053: fatty acids, C16–18 saturated, esters with dipentaerythritol] to Table 1 of Annex 1 (list of approved substances) and sets new limits for aluminium, nickel and zinc. It also proposes to set migration limits for oligomers related to three substances and would require that methods to detect these oligomers are publicly available before the substances can be used.
Moreover the amendment would define rubber for the purpose of the Regulation and prolong the derogation for the use of constituents of silicone sizing agents is applicable.
