內(nèi)容概述: 南極臭氧層自1979年起發(fā)生了嚴(yán)重消耗,1980年初觀測到全球臭氧水平普遍下降。1987年,加拿大簽署了關(guān)于消耗臭氧層物質(zhì)的蒙特利爾議定書(蒙特利爾議定書),根據(jù)議定書簽署方必須大范圍退出消耗臭氧層化學(xué)物質(zhì)的生產(chǎn)和消費(fèi),包括氟利昂(CFCs)、氟氯烴(HCFCs)、鹵化烷和溴甲烷。由于蒙特利爾議定書,全球減少97%的消耗臭氧層物質(zhì)(ODSs)消費(fèi)。 氟利昂(CFCs)、氟氯烴(HCFCs)和氫氟碳化物(HFCs)都被分類為鹵化烴,包括在碳氟化合物市場上。氟利昂(CFCs)、氟氯烴(HCFCs)也是消耗臭氧層物質(zhì),同時氫氟碳化物(HFCs)也是強(qiáng)效溫室氣體,是致冷和空調(diào)應(yīng)用中使用的氟利昂(CFCs)、氟氯烴(HCFCs)的替代品。 消耗臭氧層物質(zhì)(ODSs)和鹵化烴替代品法規(guī)提案(法規(guī)提案)的目的是撤銷和取代消耗臭氧層物質(zhì)法規(guī)1998,提出新的要求以實(shí)現(xiàn)以下目的: 始終確保加拿大遵守蒙特利爾議定書的國際義務(wù); 制定了氫氟碳化物(HFCs)許可和報告制度; 通過禁止生產(chǎn)和進(jìn)口非重復(fù)充裝氟氯烴(HCFCs)和氫氟碳化物(HFCs)致冷劑支持省級和地區(qū)級管控; 允許使用者之間轉(zhuǎn)讓溴甲烷使用豁免,從而減少庫存和進(jìn)口需求。

Description of content: Severe depletion of the ozone layer over the Antarctic has been occurring since 1979 and a general downturn in global ozone levels has been observed since the early 1980s. In 1987, Canada signed the Montreal Protocol on Substances that Deplete the Ozone Layer (the Montreal Protocol), under which Parties must phase out the production and consumption of a wide range of chemicals known to contribute to ozone depletion, including chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons and methyl bromide. As a result of the Montreal Protocol there has been a reduction of over 97% of all global consumption of these controlled ozone-depleting substances (ODSs).
CFCs, HCFCs and hydrofluorocarbons (HFCs) are all classified as halocarbons and are included in the fluorocarbons niche market. CFCs and HCFCs are also ozone-depleting substances, while HFCs are potent greenhouse gases and are alternatives to CFCs and HCFCs for use in applications such as refrigeration and air conditioning.
The objective of the proposed Ozone-depleting Substances and Halocarbon Alternatives Regulations (proposed Regulations) is to repeal and replace the Ozone-depleting Substances Regulations, 1998 and introduce new requirements to achieve the following:

· Continue to ensure Canada's international obligations under the Montreal Protocol are met;
· Introduce a permitting and reporting system for HFCs;
· Support provincial and territorial controls by introducing a prohibition on the manufacture and import of HCFC and HFC refrigerants in non-refillable containers;
· Allow the transfer of methyl bromide for exempt uses among users, thereby reducing stocks and the need for imports.
