Description of content:

·         The label of hazardous substances under the responsibility of Thai Food and Drug Administration should have the GHS hazard pictograms, signal words and hazard statement complying with the Notification of Ministry of Public Health on the Hazard Classification and Communication System under the responsibility of Thai Food and Drug Administration B.E. 2558 (2015) located together on itself.

·         Active ingredient name appearing on the label must be in Thai and English languages related to the Notification of Ministry of Industry on List of Hazardous Substances B.E. 2556 (2013).

·         Adapting other previous requirements on the label to conform to the current situation.

Objective and rationale, including the nature of urgent problems where applicable: According to the Notification of Ministry of Public Health on the Hazard Classification and Communication System under the responsibility of Thai Food and Drug Administration B.E. 2558 (2015), Thai Food and Drug Administration has already implemented the GHS as a regulation into the hazardous substances used in household or public health products. However, the Notification of Ministry of Public Health on Label and Hazard Category of Hazardous substances under the responsibility of Thai Food and Drug Administration B.E. 2538 (1995) and the Notification of Ministry of Public Health on Label and Hazard Category of Hazardous substances under the responsibility of Thai Food and Drug Administration (No. 2) B.E. 2549 (2006) which are currently used do not complying with the GHS, for example:

·         The criteria in acute toxicity classification were based on WHO traditional classification of pesticides by hazard (Before the present revision, 2009) which is different from the GHS.

·         The symbol and word or phrase given on the label differs from the GHS.

Therefore, Thai Food and Drug Administration, Ministry of Public Health will issue the Notification of Ministry of Public Health on the Hazardous Substances Label under the responsibility of Thai Food and Drug Administration B.E. ... with regard to the Notification on the Hazard Classification and Communication System under the responsibility of Thai Food and Drug Administration B.E. 2558 (2015).
