Description of content: The notified draft Mexican Official Standard establishes the safety specifications for portable machines fitted with an internal combustion engine that are intended mainly for agricultural, forestry and domestic use, which are marketed in the territory of the United Mexican States. It covers portable brush-cutters and grass-trimmers, powered hand-held hedge-trimmers, portable chainsaws, and knapsack mistblowers, and contains specific sections for each type of machine (see Chapter 5: "Specifications and test methods"). Each of these sections refers to the specific Mexican standard containing the safety specifications and test methods relevant to the use for which the machine is intended.

Objective and rationale, including the nature of urgent problems where applicable: The notified draft Mexican Official Standard establishes the relevant characteristics, safety specifications and test methods for portable machines fitted with an internal combustion engine that are intended mainly for agricultural, forestry and domestic use, which are marketed in the territory of the United Mexican States. Its objectives are to ensure consumer safety and protect property by preventing unacceptable damage, in accordance with the following principles:

(a)     Protection against hazards arising from the machine itself;

(b)     Safe operation;

(c)     Protection against hazards caused by the effects of external influences;

(d)     Information on the use and maintenance of the products, and marking and labelling.

·                1.2 Scope of application:

·                1.2.1 The characteristics, safety specifications and test methods referred to in this draft Mexican Official Standard apply to portable machines fitted with an internal combustion engine that are intended mainly for agricultural, forestry and domestic use. They cover portable brush-cutters and grass-trimmers, powered hand-held hedge-trimmers, portable chainsaws and knapsack mistblowers.

·                The notified text is applicable to both domestically manufactured and imported products that are marketed in national territory.

·                1.2.2 Where no specific Mexican Official Standard on product safety exists, the machines covered by this draft Standard must comply with the Mexican standard indicated in each section; however, where a specific standard does exist, it must be used instead.

·                1.2.3 Exceptions. The following are excluded from the scope of this draft Standard:

·                1.2.3.1 Machines subject to compliance with a particular Mexican official safety standard.

·                1.2.3.2 Machines that require electricity to function.

·                1.2.3.3 Separate internal combustion engines.

·                1.2.3.4 Machines the use of which requires more than one operator or power supply.
