Description of content: This order provides the rationale and the conditions in instituting this emergency measure imposing a temporary ban on the importation of poultry and poultry products from Iowa, and LaMoure County, North Dakota, United States of America.

Nature of the urgent problem(s) and reason for urgent action: An outbreak of highly pathogenic avian influenza (HPAI) virus serotype H5N2 was confirmed by USDA APHIS National Veterinary Services Laboratories affecting commercial turkey flock and commercial chicken layer flock as reported to the World Organization for Animal Health (OIE) on 1 May 2015. The Philippines is instituting this emergency measure to prevent the entry of the HPAI virus to protect the health of the local poultry population.
