Description of content: This order provides the rationale and the conditions in instituting this emergency measure imposing a temporary ban on the importation of poultry and poultry products from Judith Basin County, Montana; Dickey County, North Dakota; and Jefferson County, Wisconsin, USA.

Nature of the urgent problem(s) and reason for urgent action: An outbreak of highly pathogenic avian influenza (HPAI) virus serotype H5N2 was confirmed by USDA APHIS National Veterinary Services Laboratories affecting commercial turkey farm and commercial chicken layer farm as reported to the World Organization for Animal Health (OIE) on 8 and 15 April 2015, respectively. The Philippines is instituting this emergency measure to prevent the entry of the HPAI virus to protect the health of the local poultry population.
