Description of content: STR 1.01.04:2015 establishes: the systems of assessment and verification of constancy of performance of construction products for which there are no harmonized standards or European Technical Assessments (hereinafter ETA); the form of declaration of performance of such products; the procedure for designation of testing laboratories and certification bodies and requirements for the bodies intending to be designated; main requirements for the preparation, approval, registration, reproduction and publishing of National Technical Approvals of construction products for which there are no harmonized standards or European Technical Assessments; procedures for the designation of Technical Assessment Bodies (hereinafter TABs) seeking to be designated in the Republic of Lithuania in accordance with the Law on Construction of the Republic of Lithuanian and (or) the Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (hereinafter the Regulation (EU) No 305/2011) to prepare and issue the relevant National Technical Assessments (hereinafter NTA) and (or) the ETAs, the procedures of monitoring of their activity and competence.

Objective and rationale, including the nature of urgent problems where applicable: The Draft Order is prepared with the aim to consolidate and make clearer, more transparent the legal regulation in the following areas: assessment, verification of constancy of performance of construction products for which there are no harmonized standards of ETAs, declaration of performance of such products; designation of testing laboratories and certification bodies; preparation, approval, registration, reproduction and publishing of NTAs; procedures for the designation of TABs seeking to be designated in the Republic of Lithuania in accordance with the Law on Construction of the Republic of Lithuanian and (or) of the Regulation (EU) No. 305/2011 to prepare and issue the relevant NTAs and (or) the ETAs; the procedures of monitoring of the activity and competence of TABs.
