歐盟已經(jīng)實(shí)施一套制度，以保護(hù)消費(fèi)者與工作者的健康，商品的狀態(tài)與環(huán)境。在這套新制度之下，歐盟與一些歐洲自由貿(mào)易協(xié)會(huì)的國家，制定了EC指令。以確保產(chǎn)品符合安全和品質(zhì)的標(biāo)準(zhǔn)。

當(dāng)一個(gè)產(chǎn)品同時(shí)受多個(gè)指令覆蓋時(shí)，該產(chǎn)品只有在全部符合有關(guān)指令的規(guī)定后，才能加貼CE標(biāo)志。例如：若對(duì)一個(gè)節(jié)能燈僅做安全檢查（低電壓測(cè)試），則不構(gòu)成使用CE標(biāo)志的充分條件，只有在低電壓指令和電磁兼容指令同時(shí)滿足后才能施加CE標(biāo)志。
